1) 2002A-503 – Town of Elkin’s Regional Wastewater Project. The Board approved up to $3,000,000 for this project in December 2002. Elkin has requested changes in the grant conditions. CWMTF staff recommends that the Board take final action on Elkin’s request.

In January 2003, the Board approved a grant of up to $7,900,000 to The Nature Conservancy to acquire a state conservation easement on the 14,103-acre Bear Garden tract in the Cape Fear River Basin in Pender County, with the following conditions:

1. TNC was to investigate the donation and/or sale of the remaining fee simple interest to the North Carolina Wildlife Resources Commission (WRC) or other state land management agency.
2. After Dec. 31, 2003, TNC could pursue the fee simple sale of any remaining parcels to conservation buyers with the stipulation that the CWMTF easement shall remain on these parcels and the easement shall be monitored by TNC.

On March 18, 2004, TNC wrote CWMTF that WRC has agreed to purchase the tract for the amount of residual debt incurred by TNC but there is a 74.46-acre parcel that WRC is not interested in. TNC requests CWMTF permission to sell this parcel to a conservation buyer, but remove the CWMTF easement from the parcel.

Since TNC proposes to remove the CWMTF easement from the tract, CWMTF staff recommends that the Board require TNC to repay to CWMTF the value of this tract, after which the CWMTF easement can be removed from the tract. The approximate amount of repayment to CWMTF will be $41,000.

CWMTF Announcements

The Infrastructure/Wastewater Committee (Trustees L. Smith, Chairman; Mosley, Brooks, Howard, MacFadyen, & Markey) will meet from 12:00 – 3:15 pm on Sunday, April 18 at the Cedar Rock County Club in Lenoir. Agenda

CWMTF Trustees and staff are lodging at the Comfort Inn at 970 Blowing Rock Blvd (US 321 North) in Lenoir. Contact 828-754-2090.

Caldwell County has invited CWMTF Trustees, guests, and staff to a barbeque dinner with bluegrass and country music at 4:00 pm on Sunday, April 18 at the Wilson Creek Visitor Center in the Pisgah National Forest. Shuttle vans will leave from the Comfort Inn at 3:00 pm, 4:00 pm, and 5:00 pm. Local legislators and officials have been invited.

All CWMTF Board and Committee meetings are open to the public; all Trustees are invited to committee meetings.

CWMTF staff will meet after the Board meeting on Monday, April 19.

CWMTF and other conservation trust funds will report to the legislature’s Environmental Review Commission on Thursday, April 22 at 1:30 pm at the Holiday Inn at the Asheville Airport. The ERC will tour Gorges State Park the morning of April 22 and DuPont State Forest on the morning of April 23.

CWMTF, the NC Coastal Federation, and others will celebrate conservation of Morris Landing (CWMTF Project #2002B-011) on Stump Sound near Holly Ridge in Onslow County at 2:00 pm on Friday, May 7, 2004.

The Board of Trustees of CWMTF will meet on May 9-10 at the NC Museum of Art in Raleigh, July 11-12 in Raleigh, and August 8-9 in Burke County.

CWMTF, the NC Coastal Land Trust, and others will celebrate conservation of Pettiford Creek (CWMTF Project #s 2001B-027 & 2002B-013) at 1:30 pm at Star Hill Golf Course in Cape Carteret on Thursday, May 13, 2004.

CWMTF, Department of Transportation, DENR’s Ecosystem Enhancement Program, Natural Heritage Trust Fund, and others will celebrate conservation of the Mingo tract (CWMTF Project #2003A-035) in Caldwell & Wilkes Counties at Fort Defiance on Tuesday, May 25, 2004.

1) 2001B-502 – Camden County’s Sawyers Creek Wastewater Land Application Construction ($2,162,000) – Francine Durso (Information Item)

On January 13, 2003, the Board of Trustees approved a grant of up to $438,000 to fund the preliminary engineering report, engineering design, and permitting for this project with the condition that once these activities were complete and the County had received the necessary permits for project construction, then the County could request that CWMTF review its request for construction funds at the next regularly scheduled meeting of the Board’s Infrastructure/Wastewater Committee. The project is currently under design.

2) 2002A-503 – Town of Elkin’s Revised Scope of Work for Regional Wastewater Facilities – Bern Schumak (Final Action Item)

On Dec. 10, 2002, the Board of Trustees approved a grant of up to $3,000,000 to fund a project to reduce wastewater discharge to the Upper Yadkin River by upgrading the Chatham Manufacturing WWTP from an industrial facility to a regional municipal wastewater facility and then consolidating wastewater discharges from the Town of Elkin, Chatham Manufacturing and the Town of Jonesville into a single reduced discharge. The Board stipulated that Elkin was required to provide written documentation that the Town of Jonesville would consolidate their wastewater treatment and connect to the Chatham Manufacturing WWTP. Soon after project approval, Elkin responded that Jonesville would not participate in the project and requested that they be allowed to revise the scope of the project.
