Committee Purpose and Structure

Purpose of Committee

Each committee is designed to serve the overall strategic direction and vision of the Clean Water Management Trust Fund by doing specific work that requires in depth exploration, close scrutiny and benefit analysis.  Furthermore, each committee holds the trust and responsibility for screening and filtering information pertinent to making sound, appropriate decisions at the overall board level.

Types of Committees

There are two types of committees:  Standing Committees and Ad Hoc Committees.  Standing committees (such as the three project areas) represent ongoing functions of the board that are necessary for regular functions and operations of the Clean Water Management Trust Fund.  Ad Hoc committees (such as the Long Range Planning Committee and the Appraisal Committee) are created to manage specific functions that require attention on a short-term or limited basis only.

Formation of Leadership Committees

The Chair of the Clean Water Management Trust Fund Board of Trustees forms committees. Members of the Board can express their interests for serving on a committee.  The Chair may also include geography and expertise, as well as interest in their decisions to assigning committee members.

Typically, after serving on a committee for at least a two-year period, committee members may be asked by the Chair of the Board to fill the role of chair of that committee.  The chair of a committee usually serves a minimum of two years in his/her leadership role on a committee.  The Chair of the Board works with the committee leadership to insure their work is serving the mission of Clean Water Management Trust Fund and may make changes in order to better serve the organization.  The Chair may make changes without approval from the Board, but ideally is encouraged to do so with the support of the entire Board.

Committee assignments and work should take into account the time commitments necessary for successful completion of the work relative to the overall operating vision and objectives of the Clean Water Management Trust Fund.

Staff Interaction with Committees

Staff input and interactions are essential for the committees to function well.  Committee members can request information or assistance as needed from any staff member in order to accomplish their goals.  It is suggested that a committee consult the Executive Director or Deputy Director before engaging in responsibilities for staff that may be extensive in nature.  Staff agree to serve in a professional manner and also seek assistance from the Executive Director should there be cause for concern regarding their functions and responsibilities on any committee.

Numbers of Committee Members

There is no set rule or guideline for the number of Trustees serving on a committee. Each Board member typically serves on two to three committees at any one time (including a project committee).
