1:35pm Monitoring - Should CWMTF contract for services to monitor and evaluate the water quality parameters for projects instead of requiring grantees to monitor their projects and report the results? (Discussion Item) - Bill Holman

1:45pm Mitigation - G.S. 113-145.4 c) prohibits use of CWMTF grants to satisfy compensatory mitigation requirements. DOT, WRP and others have expressed interest in using lands purchased with CWMTF funds as mitigation sites for wetlands and buffers. CWMTF staff recommends that the Board adopt a policy approving use of CWMTF-acquired lands for mitigation projects with the condition that additional land of comparable value be acquired to offset CWMTF funds. CWMTF staff has asked all grantees to provide supplemental information to assist the Board of Trustees in setting priorities for remaining limited funds.
CWMTF staff will recommend draft priorities and mail them to the Board the week of March 11.

12:15pm Drinking Water Final Four Water Tasting Contest featuring "celebrity tasters" (Please bring a sample from your community.) & Working Lunch

1:30pm Review and decisions on proposed resolutions, 1999B-407, 2001A-405, deferred 2000B and 2001A, and 2001B applications for grants to restore streams, buffers and wetlands, to reduce and treat stormwater pollution and to plan water quality projects as recommended by the Restoration/Stormwater/Planning Committee - Committee Chairman Claudette Weston (Action Items)

3:00pm 2000B-002 - The Conservation Fund (River House on New River). The Conservation Fund wrote CWMTF on February 22, 2002 to report that CWMTF Project #1998A-201 (Crawford Creek in French Broad River Basin) had been completed and to request that $225,000 be reallocated to 2000B-002. CWMTF staff supports the request. (Action Item)

3:15pm Constitutional amendment making a technical correction to allow dedication and acceptance of property into the State Nature and Historic Preserve by the General Assembly by the enactment of a bill rather than a joint resolution. CWMTF staff recommends that the Board endorse the proposed constitutional amendment that will be voted on at the upcoming statewide primary on May 7, 2002. (Action Item)

3:30pm 1998A-408 and 2001B-009 - The City of Greenville wrote CWMTF on March 6, 2002 and requested that $384,101 be reallocated from CWMTF Project 1998A-408 (stormwater) to 20001B-009 (Greene Street Bridge/Tar River Greenway Project). CWMTF staff is reviewing the request and will make a recommendation at the Board meeting. (Action Item)

Announcements

The Trust for Public Land and Catawba Lands Conservancy have invited CWMTF Trustees, guests, and staff to visit Latta Park and tour Mountain Island Lake by canoe and pontoon boat on Saturday, March 16 and the South Fork of the Catawba River and Little Sugar Creek on Sunday, March 17. Please meet at the Courtyard by Marriott in Huntersville at 1:30 pm on March 16 and March 17. Vans will pick up participants.

The partners of the Mountain Island Lake Initiative have invited CWMTF Trustees, guests, and staff to dinner with local legislators and officials on Sunday, March 17 at the Levine Museum for the New South, 200 East 7th Street, Charlotte. The Museum will open at 5:30 pm, a reception will begin at 6:00 pm, and dinner will be served at 7:00 pm. Please meet at the Courtyard by Marriott in Huntersville at 5:30 pm if you want to carpool.

CWMTF staff will met at 9:00 am on Sunday, March 17 in Huntersville.

CWMTF's Personnel Committee may meet at the call of Chairman Allen Hardison.

CWMTF's Legislative Committee may meet at the call of Chairman Jerry Wright.

The Board of Trustees of the Clean Water Management Trust Fund will meet April 21-22, 2002 in Elkin and May 21, 2002 in Raleigh.

The next deadline for applications for grants from CWMTF is June 3, 2002.

The March 2002 Wildlife in North Carolina magazine focuses on "Water Pressures" and has an article about the work of CWMTF.

The Parks and Recreation Authority will meet March 15-16 at Goose Creek State Park in Beaufort County.

The Board of Trustees of the Natural Heritage Trust Fund will meet on April 4, 2002 at the Museum of Natural Sciences in Raleigh.

The Conservation Trust of N.C. and N.C. Coastal Land Trust have invited CWMTF Trustees and staff to participate in the 7th Annual Carolina Land Trust Assembly at the Trinity Conference Center in Salter Path on April 3-5, 2002.
