11:45 am K. 2002M-004 – Pitt County – Damon Tatum (Action Item)

On December 17, 2002 Pitt County requested a Mini-Grant of up to $25,000 for costs related to one tract on Swift Creek in Pitt County in the Neuse River Basin. CWMTF staff recommends that the Board approve 2002M-004 up to $25,000 and that 2002M-004 be added to the Board-Approved Funding Priorities for the 2002A Grants as No. 37.

11:50 am L. 2002M-005 – Blue Ridge Rural Land Trust – Bern Schumak (Action Item)

On January 21, 2003 the BRRLT requested a Mini-Grant of up to $25,000 for transaction costs on four properties on Waterfall Creek in Alleghany County in the New River Basin. CWMTF staff recommends that the Board approve 2002M-005 up to $25,000 and that 2002M-005 be added to the Board-Approved Funding Priorities for the 2002A Grants as No. 38.

11:55 am M. 2002B-010 – The Nature Conservancy’s Angola Bay Project – Bill Holman (Action Item)

On January 20, 2003 The Nature Conservancy requested that its application for a grant to acquire Angola Bay in Pender County in the Cape Fear River Basin be withdrawn. CWMTF staff recommends that the Board accept TNC’s request to withdraw 2002B-010.

2:30 pm P. 2000B-501 – City of Bessemer City – Francine Durso (Action Item)

On February 4, 2003, The City of Bessemer City requested that it be able to use approximately $903,000 of its $2 million grant to replace approximately 13,750 feet of existing sewers constructed in the 1920’s that are deteriorated and/or collapsed, causing excessive infiltration/inflow into the wastewater collection system. The City had previously requested use of these funds for a new pump station and sewer lines in the Costner School Road area, which was not approved by the Board at its October 2002 meeting. CWMTF staff recommends that the Board approve the City’s request.

2:40 pm Q. 1999B-407 – City of Winston-Salem’s Salem Creek Stream, Wetland & Buffer Restoration Project – Bill Holman (Action Item)

CWMTF Trustees Hollan and Weston, CWMTF staff, City of Winston-Salem staff, Winston-Salem/Forsyth County Utilities Commission staff, and Pilot View RC&D staff met in Winston-Salem on January 22, 2003 to resolve a number of issues regarding implementation of the City’s Salem Creek Restoration Project in Central and Civitan Parks. All issues were resolved except for whether a 30-year contract or a permanent conservation easement would be required in Central Park. On January 23, 2003 the City requested a variance from CWMTF’s policy of requiring permanent conservation easements in Central Park. The City staff has agreed to ask the Winston-Salem Board of Aldermen to consider a permanent easement in Central Park. CWMTF staff notes that the Board increased funding for the project by $500,000 in 2001 and recommends that the Board not approve the variance requested by the City.

The Acquisition Committee (Trustees Simmons, Chairman; Cragnolin, Hollan, McLean, Wilson & Wright) will meet at 1:30 pm on Sunday, February 16, 2003 at the City Hotel & Bistro in Greenville.

The Long Range Planning Committee (Trustees Cragnolin, Chair; Ansbacher, Brooks, Gwyn, Hollan & Markey) will meet at 5:00 pm on Sunday, February 16, 2003 at the City Hotel & Bistro in Greenville.

The Ad-Hoc Appraisal Review Committee (Trustees Gwyn, Hollan, Markey & McLean) will meet for breakfast at 7:30 am on Monday, February 17, 2003 at the City Hotel & Bistro in Greenville to discuss increasing the cap on the use of the ad valorem assessed valuation in lieu of an independent appraisal from $10,000 to $50,000 and other issues.

CWMTF Trustee Leroy Smith will lead a field trip to visit the Washington stormwater project, Grimesland wastewater project, and Greenville Greenway Project on Sunday, February 16. The trip will start at 1:30 pm at the City Hotel & Bistro in Greenville and return at 5:00 pm.

CWMTF Trustees, guests and staff are invited to dinner at the Beef Barn (near the City Hotel & Bistro) at 7:00 pm at 400 St. Andrews Drive in Greenville at 252-756-3445.

The City of Canton, CWMTF, Southern Appalachian Highlands Conservancy, and others will celebrate conservation of the Rough Creek watershed in Haywood County on Friday, February 21, 2003.

The Board of Trustees of the Clean Water Management Trust Fund will meet March 16-17, 2003 in Gastonia, April 13-14, 2003 in Fayetteville, and May 20, 2003 in Raleigh.

The next deadline for applications for grants from the Clean Water Management Trust Fund is June 2, 2003 (2003A Cycle).

Other Announcements

The next deadline for applications for grants from the Natural Heritage Trust Fund is February 10, 2003. The Board of Trustees of the Natural Heritage Trust Fund will meet on April 10, 2003 in Raleigh.

The Board of Trustees of the Park & Recreation Authority will meet on March 21-22, 2003 at Carolina Beach State Park.

Land & Water Conservation Lobby Day at the legislature is April 16, 2003.

The Department of Environment & Natural Resources will sponsor a statewide conference on its One North Carolina Naturally initiative on April 16-17, 2003 in Raleigh.
