CWMTF Announcements

See www.nczoo.org and www.VisitRandolph.org or call 800-626-2672 for more information about the NC Zoological Park and Randolph County. The Zoo is open from 9:00 am – 4:00 pm seven days per week.

CWMTF, PARTF, Wake County, Eure Family, and Trust for Public Land will celebrate expansion of Umstead State Park by 115 acres (CWMTF #2004B-039) from 12:00 pm – 2:00 pm on Thursday, February 10, 2005 at the Angus Barn in Raleigh.

The CWMTF Acquisition Committee (Trustees Cragnolin, Chair; Garrett, Baddour, Hollan, Lathrop, McLean and Vaughan) will meet at 11:00 am on Sunday, February 13 at the North Carolina Zoological Park. A working lunch will be provided about noon. Agenda

The Long Range Planning Committee (Trustees Markey, Chair; Hollan, Baddour, Cragnolin, Lathrop and Markham) will meet briefly after the adjournment of the Board Meeting at approximately 2:00 pm on Monday, February 14 at the North Carolina Zoological Park to discuss the customer survey being conducted by NCSU.

All CWMTF committee meetings are open to the public; all Trustees are welcome.

The Land Trust for Central NC will lead a canoe trip down the Uwharrie River on Saturday, February 12. Meet at the intersection of High Pines Road and Lassiter Mill Road in Randolph County at 11:30 am. CWMTF staff will meet on Tuesday, February 15 at 10:00 am in Raleigh to review restoration/stormwater projects and other issues.

The Board of Trustees of the Clean Water Management Trust Fund will meet March 13-14, 2005 in Brunswick County, April 10-11, 2005 in Goldsboro, May 15-16, 2005 in Wake County, and July 10-11 in Wake County.

Valentines Day is February 14.

2005 is the 20th anniversary of the Farm Bill’s conservation reserve program (CRP).

The Board of Trustees of the Parks & Recreation Authority will meet on March 18-19, 2005 at Hammocks Beach State Park and May 13-14, 2005 at Umstead State Park.

The next deadline for applications for local government grants from the national Land and Water Conservation Fund (LWCF) administered by the Division of Parks & Recreation is March 31, 2005.

The next deadline for applications for grants from the Natural Heritage Trust Fund is February 3, 2005.

The Natural Heritage Trust Fund Board of Trustees will meet on March 31, 2005.The NC Wildlife Federation’s Governor’s Conservation Achievement Awards Banquet is February 19, 2005. Contact www.ncwf.org.

The Professional Engineers of North Carolina and the American Council of Engineering Companies of North Carolina will sponsor a conference on Innovative Infrastructure Funding. Co-sponsors include CWMTF, the NC League of Municipalities, DENR, the North Carolina Chapter of the American Water Works Association/Water Environment Association, and the NC Rural Water Association. 11:20 am J-D. 2004B-014 Foothills Conservancy of NC’s Creston Reserve Project in the Headwaters of the Catawba River – Tom Massie (Action Item)

At its November 15, 2004 meeting the Board approved a grant of up to $545,000 to the Foothills Conservancy of NC to acquire a conservation easement on 306 acres on the Left Prong of the Catawba River at a bargain sale from Creston Reserve in McDowell County in the Catawba River Basin. In August 2004 Foothills Conservancy intended to send CWMTF an amended project to increase the conservation easement to 330 acres and to increase the budget to $578,000 but CWMTF did not receive it. CWMTF staff recommends that the Board increase the scope of 2004B-014 from 306 acres to 330 acres (24 acre increase) and budget of 2004B-014 from $545,000 to $578,000 ($33,000 increase).

11:25 am J-E. 2004A-005 – Town of Fair Bluff’s Lumber River Greenway Project – Nancy Guthrie (Action Item)

At its November 15, 2004 meeting the Board approved a grant of up to $86,000 to the Town of Fair Bluff to acquire a conservation easement on 0.675 acres on the Lumber River. The Town donated the value of an appraisal for the project. The State Property Office has reviewed the appraisal and found it to be unsatisfactory. CWMTF staff recommends that the Board increase the budget of 2004A-005 by up to $5000 to pay for an appraisal.

11:30 am J-F. 1998A-101A – New Hanover County’s Duckhaven/Autumn Hall Project in Wilmington – Francine Durso & Nancy Guthrie (Information Item)

CWMTF received correspondence in January 2005 regarding the Duckhaven Tract to be acquired by New Hanover County under CWMTF # 1998A-101 using $165,500 in CWMTF grant funds, and in particular the potential use of the tract to treat stormwater from a proposed adjacent development. Copies of the correspondence are included in the Board package, as is a CWMTF letter to the County regarding allowable uses of the tract.

11:35 am J-G. Review of 2005A Spring Cycle Clean Water and Military Base Protection Projects – Chair Cragnolin and CWMTF staff (Action Items)

Eleven local governments, state agencies, and non-profit conservation organizations have requested $31,121,867 (revised) from CWMTF in the 2005A Cycle to protect water quality and military bases from encroachment by incompatible development. Staff has organized these projects by military base for presentation. The 2004 General Assembly authorized the use of certificates of participation (COPS) to finance up to $20,000,000 of projects to protect military bases. $15,800,000 of COPS remains available. CWMTF has invested $9,800,000 in five past projects to protect water quality and military bases.
