11:40 am L. 2004M-004 – Lumber River Conservancy’s Slaughter Tract, Chalk Banks on the Lumber River – Nancy Guthrie (Action Item)

On December 9, 2004 the Lumber River Conservancy requested a Mini-Grant for the pre-acquisition costs of the Harriet Slaughter tract located on the Lumber River across from the Lumber River State Park Chalk Banks access area, in Hoke County in the Lumber River Basin. The tract is approximately 48 acres. CWMTF has reviewed the request, believes it is consistent with the Board’s policy, and recommends that the Board approve up to $25,000 for this project. Staff notes that if this project is funded, no funds will remain for mini-grants this fiscal year.

11:50 am M. 2004D-019 – Lumber River Conservancy’s McMillan Mill Pond Tract on the Lumber River – Nancy Guthrie (Action Item)

On November 30, 2004, the Lumber River Conservancy requested $5,000 for transaction costs associated with the fee simple donation of the 159-acre McMillan Mill Pond Tract located on a tributary of the Lumber River in Columbus County in the Lumber River Basin. The Lumber River Conservancy will hold the fee simple title and will donate a conservation easement to the State. CWMTF staff will visit the site on January 4, 2005 and will present the staff recommendation at the meeting. If the request is approved, staff notes that it should include as a condition that stewardship expenses and costs will not be reimbursed until the DENR Stewardship Committee makes its recommendations and the Clean Water Management Trust Fund Board adopts a policy on stewardship. Staff notes that if this project is funded at the requested level of $5,000, then $3,173 will remain for donated easement grants this fiscal year.

12:00 pm N. 2001B-502 – Camden County’s Wastewater Land Application Project – Damon Tatem (Information Item and Action Item)

In January 2003 the Board approved a grant of up to $438,000 to Camden County in the Pasquotank River Basin for the design and permitting of a new wastewater collection and treatment system. The Board committed up to $2,126,000 for construction after the County received all necessary permits. On September 22, 2004 the County wrote CWMTF with the revised project scope, budget and schedule. The Board discussed this project at its October 10-11, 2004 and its November 14-15, 2004 meeting. At those meetings, the Board requested clarification about the service area, failing septic system service, future growth and other issues.

The County wrote CWMTF on October 18, 2004 stating that the purpose of the expanded plant is to provide service to additional customers with failing systems that are outside of the original service area. The County wrote CWMTF on December 14, 2004 and provided a map of the service areas along with estimates of wastewater flows and costs.

On December 16, 2004, CWMTF Trustees L. Smith and Wright and CWMTF Field Representative Damon Tatem met with County officials and the County Environmental Health Director to visit the proposed service areas. Based on the meeting and the information provided by the County in the December 14, 2004 letter, CWMTF staff recommends that the Board approve the County’s plan to construct a 200,000 gallon per day wastewater treatment facility with the stipulation that CWMTF funds may only be used to construct 100,000 gallons per day of capacity and that the County will provide funds for the construction of the additional capacity, and authorize staff to revise the contract with the County to provide the funds for construction upon receipt of information as detailed in the current grant agreement (a letter requesting that the Board review and approve the County’s request for construction funds for the project; a copy of all applicable permits required for construction of the project; a copy of the final report for the project design; a final detailed construction cost estimate with the seal of an appropriately qualified registered Professional Engineer; and a list of all matching funds secured and to be provided for the project, demonstrating the sources of all funds and that all project costs will be covered).


12:15 pm O. UNC-Wilmington & College of Charleston Spring 2005 Coastal Policy Conference in Wilmington – Joe Hester (Action Item)

On September 14, 2004 UNC-Wilmington Chancellor Emeritus James Leutze wrote CWMTF to request up to $35,000 to help sponsor a Coastal Policy Conference addressing coastal policies in North and South Carolina waters. The conference will follow up the work of the Pew Ocean Commission and the Preliminary Report on the President’s Commission on Ocean Policy.

At its November 15, 2004 meeting the Board approved a grant of up to $30,000 to UNC-Wilmington to sponsor the conference subject to review and approval of a detailed project budget by the Restoration/Stormwater Committee and to review by the Attorney General’s Office. Trustee Hester has taken the lead in contacting Chancellor Leutze and will provide more information.

The Long Range Planning Committee (Trustees Cragnolin, Chair; Baddour, Brooks, Hollan, Markey, & Vaughan) and the Restoration/Stormwater Committee (Trustees Weston, Chair; Beane, Hester, Lathrop, McMillan, R. Smith & Vaughan) will meet jointly at 4:15 pm on Sunday, January 9 at the Clarion Hotel State Capital.

The Legislative Committee (Trustees McMillan, Chair; Baddour, Beane, Mosley, R. Smith, Weston & Wright) will meet at 5:30 pm on Sunday, January 9 at the Clarion Hotel State Capital.

The Personnel Committee (Trustees R. Smith, Chair; Cragnolin, Howard, McLean & L. Smith) will meet at 7:45 am on Monday, January 10 at the Clarion Hotel State Capital.

CWMTF Trustees, guests, and staff are invited to dinner at 7:00 pm on Sunday, January 9 at 518 West Jones Street in Raleigh (corner of Jones Street & Glenwood Avenue) 919-829-2518.

No lunch will be served at the CWMTF Board of Trustees meeting on January 10, 2005.

All committee meetings are open to the public; all Trustees are welcome.

CWMTF staff will meet on Wednesday, January 12 at 10:00 am in Raleigh to review acquisition projects and other issues.

The Board of Trustees of the Clean Water Management Trust Fund will meet February 13-14, 2005 at the NC Zoological Park in Randolph County, March 13-14, 2005 in Brunswick County, April 10-11, 2005 in Goldsboro, and May 15-16, 2005 in Wake County. The next deadline for applications for local government grants from the Parks & Recreation Trust Fund is January 31, 2005. The next deadline for applications for local government grants from the national Land and Water Conservation Fund (LWCF) administered by the Division of Parks & Recreation is March 31, 2005.

The next deadline for applications for grants from the Natural Heritage Trust Fund is February 3, 2005. The Natural Heritage Trust Fund Board of Trustees will meet on March 31, 2005.
