Lake Protection Project - Nancy Guthrie & Bill Holman (Action Item)
On February 5, 2003 the
Piedmont Triad Regional Water Authority requested approval to acquire
approximately six acres and an existing small hydroelectric dam on the
Deep River below Randleman Lake. CWMTF staff recommends that the Board
approve PTRWA's request.

- Town of Cary's White Oak Creek Greenway Project - Francine Durso &
Nancy Guthrie (Action Item)
On March 3, 2003, the Town
of Cary requested that it be allowed to construct a new sewer line within
the 300-foot CWMTF conservation easement on the north side of White
Oak Creek. This contract is being negotiated. The Town has reviewed
alternatives and proposes that the sewer line be located at least 100-feet
from the top of streambank. This would allow the Town to follow the
proposed greenway alignment thereby reducing the overall width of maintenance
corridors. The Town found that installing the sewer line outside the
300-foot buffer is not practical because this would require the sewer
to be at depths of 50-feet in some areas. This alignment would also
eliminate the need to parallel the creek on the south side and the Town
will agree to restrictions on future sewer line crossings of the creek.
The Town provided evidence of its commitment to open space preservation,
land acquisition, and stream restoration in this area of Cary. CWMTF
staff recommends that the Board approve the Town's request

- New Hanover County Soil & Water Conservation District's Eagle Island
Project on the Cape Fear River - Nancy Guthrie (Action Item)
On February 11, 2003 the
New Hanover County Soil & Water Conservation District requested
a mini-grant of up to $25,000 to pay for transaction costs associated
with the purchase of a 158-acre tract of land on Eagle Island in the
Cape Fear River. CWMTF staff recommends that the Board approve 2002M-006.
If approved, staff will recommend that 2002M-006 be added to the Board
Approved Funding Priorities for the 2002A Grants as Number 39.

- Foothills Conservancy of NC - Tom Massie (Action Item)
On March 3, 2003 the Foothills
Conservancy of NC requested a Mini-Grant of up to $25,000 for transaction
costs related to the acquisition of the Crescent Land & Timber's
Watermill tract on the Catawba River in Burke County. CWMTF staff recommends
that the Board approve 2002M-007 up to $25,000 and that 2002M-007 be
added to the Board Approved Funding Priorities for the 2002A Grants
as Number 40.

- City of Winston-Salem's Salem Creek Stream, Wetland & Buffer Restoration
Project - Bill Holman (Action Item)
At its February 17, 2003
meeting in Greenville the Board of CWMTF tabled discussion on the City
of Winston-Salem's January 23, 2003 request for a variance from CWMTF's
policy of requiring permanent conservation easements on a restoration
project in Central Park.
On Feb. 19, 2003, CWMTF
was informed that the Winston-Salem City Council approved a permanent
conservation easement to the State of North Carolina/CWMTF in Central
Park and mooted its request. CWMTF staff recommends that the Board permanently
table the City's request.

- Ducks Unlimited Saltworks Acquisition Project on Newport River - Leland
Heath (Action Item)
On Feb. 21, 2003, Ducks Unlimited
requested that this grant be expedited due to time sensitivity. This
is priority No. 26 on the 2002A Grants Prioritization. The Grantee had
obtained an option that expires on March 31, 2003. CWMTF staff advised
the Grantee that even if the grant were to be expedited, it would be
impossible for it to close by March 31 using CWMTF funds, and suggested
that the Grantee extend the option or close with its own funds. CWMTF
staff recommends that the grant priority number not be changed.

14, 2003 in Fayetteville and May 20, 2003 in Raleigh.
The next deadline for applications
for grants from the Clean Water Management Trust
Fund is June 2, 2003 (2003A Cycle).
