10:50 am J. 2003D-011 – The Lumber River Conservancy’s Singleton Bay Tract in Hoke County – Nancy Guthrie (Action Item)

On January 30, 2004, The Lumber River Conservancy requested up to $15,350 to pay transaction costs associated with the donation of fee simple ownership by William D. Singleton of 429 acres known as the Singleton Bay Tract in the Lumber River basin in Hoke County. The Lumber River Conservancy will hold the title.

At its September 2003 meeting in Eden, the CWMTF Board approved funding up to $200,000 for fiscal year 2003-2004 for grants to pay the transaction costs associated with the donations of conservation easements that protect water quality. There is only $5,400 remaining available for donated easement grants this fiscal year.

CWMTF staff plans to visit the site on March 11 and will make a recommendation on its water quality benefits at the March 15 Board meeting. However, CWMTF staff recommends that the Board defer the request until its

July 11-12, 2004 meeting and into next fiscal year when the Board decides whether to continue to provide funds for donated easement grants in fiscal year 2004-2005 and determines the amount of funds to be budgeted for these type of grants.

At its January 12, 2004 meeting the Board of CWMTF approved 2003D-009 for up to $9,200 to the Lumber River Conservancy to pay transaction costs associated with the donation of fee simple ownership on 9 acres on the Lumber River by Progress Energy in Robeson County.

The Restoration/Stormwater Committee (Trustees Weston, Chair; Beane, Hester, Lathrop, McMillan, R. Smith, and Vaughan) will meet from 1:30 – 4:00 pm on Sunday, March 14 at the Conference Center at The Sanderling. (Agenda)

CWMTF Trustee Jerry Wright has arranged for a tour of the NC Wildlife Resources Whalehead Club Environmental Education Center in Corolla and the Currituck Outer Banks north of Corolla on Sunday, March 14 for CWMTF Trustees, guests, and staff. The tour will leave The Sanderling at 8:30 am and return before the Restoration/ Stormwater Committee meeting at 1:30 pm.

CWMTF Trustee Jerry Wright will host an oyster roast for CWMTF Trustees, guests, and staff after the Board meeting at Dews Island in Currituck County at 5:00 pm on Monday, March 15.

Jim Newlin is assisting CWMTF with the drafting of CWMTF contracts this spring.

NC State University student Sebastian Brun is assisting CWMTF with the development of an electronic newsletter this spring.

The Board of Trustees of CWMTF will meet on April 18-19 in Caldwell County, May 9-10 at the NC Museum of Art in Raleigh, and July 11-12 in Raleigh.

CWMTF and the NC Coastal Federation will celebrate conservation of Morris Landing on Stump Sound in Onslow County on May 7, 2004.

The next deadline for applications for grants from the Clean Water Management Trust Fund is June 1, 2004.

Other Announcements
The NC Rural Economic Development Center will announce its Water Resources Inventory and Data Management Project on Friday, March 12 at 10:00 am at the Rural Center in Raleigh. Members of Congress, Members of the General Assembly, EPA Regional Administrator Jimmy Palmer, DENR Secretary Bill Ross, CWMTF Chairman Robert Howard, and others will attend.

The Professional Engineers of NC and the American Council of Engineering Companies of NC will sponsor a conference on Total Water Management on March 24, 2004 at NC State University’s McKimmon Center in Raleigh. Water reuse, stream restoration, nutrient trading, and other innovative water management strategies will be discussed. Co-sponsors include CWMTF, NC League of Municipalities, DENR, NC Chapter of the American Water Works Association/Water Environment Association, and the NC Rural Water Association. The Rural Center’s 2004A-803 Project is time sensitive. CWMTF staff recommends that the Committee and Board give final approval to the Rural Center’s application on March 14-15. CWMTF staff further recommends that 2004A-803 be placed on the “2003A Projects Funded by Board Action on November 18, 2003 Priority List” as project no. 2.

CWMTF staff also recommends that future grantees that receive CWMTF funds for acquisition, stormwater construction, and wastewater construction projects: 1) be required to provide data to the NC Rural Economic Development Center’s Water Resources Inventory and Data Management Project, if requested, and 2) be required to provide data to the NC Geographic Information Coordinating Council’s NC One Map Project, if requested. Conservation lands, drinking water treatment and distribution systems, and wastewater collection and treatment systems are core GIS layers for NC One Map. Stormwater collection and treatment systems may become a core GIS layer in the future. The Rural Center and the Center for Geographic Information & Analysis are developing content standards for the data. This requirement would become a new standard CWMTF contract condition.
