At its September 28, 2006 meeting the Staff Efficiency Evaluation and Planning Committee made six recommendations to the Board in addition to reviewing and approving clean water projects once per year:

•  Request that the Grant Criteria Committee evaluate this Committee's suggestion to establish one score which includes the CWMTF Common Criteria and to consider making the scoring more incentive-based (i.e. consider points based on grantee's good performance on previously funded projects).

•  Develop and implement a screening process such that projects that are not likely to be funded are eliminated from the process early-on so that the Board and staff do not spend much time on such projects.

•  Condense Field Representative's project presentations and/or have them posted on the CWMTF website before the meeting so that Board members could view them on-line.

•  Direct the Executive Director to simplify the grant applications.

•  Ask that the Executive Director establish a ìconsent agendaî for the Board meetings and determine what items should be placed on the consent agenda.

•  Recommend that the Acquisition Committee look at how streamline their processes similar to the way that the Restoration/Stormwater and Infrastructure/Wastewater Committees have looked at their processes.

The CREP Committee will meet at 9:00 am on Sunday, November 12 at the Holiday Inn Brownstone.

The Infrastructure/Wastewater Committee will meet at 10:00 am on Sunday, November 12 at the Holiday Inn Brownstone. (Agenda)

The Town of Troy, CWMTF and others will dedicate the 100-acre Roy J. Maness Nature Preserve and four-mile nature trail system along Densons Creek at 12:00 pm on November 14. CWMTF has assisted Troy with a number of grants including CWMTF #2003A-041 to help protect Densons Creek.

The next deadline for applications for grants from CWMTF is March 1, 2007.

Announcements

NC's former emergency management director Eric Tolbert of Caldwell County died at age 49 on October 18. Tolbert helped manage the State's response to Hurricane Floyd and other storms in 1999.

10:05 am             I-B. 2002B-601 - Beaufort Co. Water District V - Pantego Creek Septic Systems - Notification of Scaling Back of Project - Damon Tatem (Information Item)

In November 2003, the Board approved a grant of up to $350,000 to the Beaufort County Water District V as part of a $3,350,000 effort to connect 214 existing properties that have septic tanks, straight pipes and outhouses to a new wastewater collection system, and pump the wastewater to Belhaven's wastewater treatment plant.   Matching funds of $3 million were provided by a grant from the Rural Center.

A meeting was held between the Rural Center and the County's engineering consultant, McKim and Creed, on September 20, 2006, regarding cost over-runs on the project.   At that meeting, it was decided that the project scope would be reduced to lower the construction costs to within the established budget.   31 sewer services will be eliminated and only 183 services will be provided.   The consultant copied CWMTF on their letter dated September 28, 2006 which summarized the meeting decisions and the budget issues.

10:10 am             I-C. 2004B-506 - Town of Ellerbe Wastewater Project - Request for Change in Scope - Bern Schumak (Action Item)

In August 2005, the Board approved a grant of up to $315,000 to the Town of Ellerbe to construct an ultraviolet light disinfection system at the Town's wastewater treatment plant in order to eliminate the use of chlorine for disinfection.   In March 2006, the Town requested and the Board approved an additional $50,000 to complete the same scope of work.

On October 16, 2006, the Town wrote CWMTF requesting that the grant funds be allowed to be used instead to investigate possible wastewater regionalization with the City of Rockingham which would eliminate Ellerbe's wastewater discharge, and to replace an outfall sewer that transports flow to the WWTP.   Through other means the Town has been able to operate its plant in compliance with its permit which will give the Town time to study regionalization instead.   CWMTF staff recommends that the Board approve the Town's request.

10:15 am             I-D. 2004A-511 - Town of Trenton's Wastewater Project - Bill Holman (Information Item)

Special Deputy Attorney General Frank Crawley wrote Mr. Daniel Willis of the Jones County Improvement Association on October 11, 2006 in response to his letter to CWMTF of September 23. The Jones County Improvement Association wrote House Speaker Jim Black and Senate President Pro Tempore Marc Basnight on October 23, 2006 about CWMTF's July 2004 grant to the Town of Trenton.

10:20 am             I-E. Review of Deferred Infrastructure/Wastewater Projects - Chairman Mosley & CWMTF Staff (Action Items)

At its September 2006 meeting in Mt. Airy the Board voted to make seven 2006A Spring Cycle infrastructure/wastewater projects eligible for further review in the 2006B Fall Cycle. At its October 2006 meeting the Board voted to add 2006A-512 - Harnett County's South Central Regional Wastewater Treatment Facility to the list of projects eligible for further review. 2004B-601 - Bay River Metropolitan Sewerage District's project was deferred in 2004.

On August 22, 2006 the Town of Swansboro reduced its request from $1,534,000 to $934,000 for 2006A-531

On October 19, 2006 the Town of Carrboro requested a Stormwater Mini-grant of up to $45,000 for the Bolin Creek Watershed in Orange County in the Cape Fear River Basin. The Town will match CWMTF funds with $5000. CWMTF staff has reviewed the request, believes its meets the Board's criteria and recommends that the Board approve it.

1:10 pm             J-C. 2006S-004 - Town of Tabor City Stormwater Mini-Gant - Nancy Guthrie (Action Item)

On October 23, 2006 the Town of Tabor City in Columbus County in the Lumber River Basin requested a Stormwater Mini-grant of up to $50,000. The Town will match CWMTF funds with $5000. Tabor City has stormwater, flooding and drainage problems. CWMTF staff has reviewed the request, believes its meets the Board's criteria, and recommends that the Board approve it. CWMTF staff will work with Tabor City to ensure that the mini-grant is used to identify solutions to stormwater problems. CWMTF funds can not pay for drainage projects.

1:15 pm             J-D. 2006B-403 - NC Sea Grant's Rocky Branch Phase III Project at NC State University Request for Reconsideration - Nancy Guthrie (Action Item)

At its October 8-9, 2006 meeting in Washington CWMTF staff recommended and the Board voted to not fund a request for $3,635,000 from NC Sea Grant for its Rocky Branch Phase III restoration project in Wake County in the Neuse River Basin. On October 31, 2006 NC Sea Grant wrote CWMTF to amend its request to $400,000. CWMTF staff recommends that the Board not fund the amended request and urges NC Sea Grant to reapply in March 2007.

1:20 pm             J-E. 2006B-404 - NC Division of Soil & Water Conservation's Conservation Reserve Enhancement Program (CREP) -- Report of CREP Committee (Trustees Beane, Hollan & Wright) - Chairman Beane (Action Items)

On November 1, 2006 the NC Division of Soil & Water Conservation (DSWC) wrote CWMTF to request that its budget for 2006B-404 be reduced to $6,505,940 from $7,611,231.

DSWC has requested $925,000 to pay for stewardship of conservation easements and 30-year contracts. Local soil and water conservation districts would steward lands enrolled in CREP. CWMTF staff supports DSWC's request for stewardship.

DSWC has also requested $600,000 to begin to convert some 30-year contracts to permanent conservation easements.

On October 6, 2006 WRC requested that 2004B-043, the Griffin tract on the Chowan River, be withdrawn. CWMTF staff recommends that the Board approve WRC's request.

2:45 pm             K-D. 2005A-030 - Triangle Greenways Council Request for Additional Funds - Nancy Guthrie (Action Item)

In August 2005, the Board approved a grant of up to $65,000 to the Triangle Greenways Council (TGC) to purchase in fee 28 floodplain acres in the Neuse River Basin in Wake County.   In July 2006, TGC wrote CWMTF requesting additional funds for stewardship (which was not included in their original request to CWMTF), transactional costs, and grant administration.   The amount of additional funds requested is up to $14,275.   CWMTF staff recommends that the Board approve TGC's request. TGC has not expended any funds from the grant.

2:50 pm K-E. 2006M-005 - Eno River Association Mini-Grant Request - Nancy Guthrie (Action Item)

The Eno River Association wrote CWMTF on October 16, 2006 to request a mini-grant of up to $25,000 to acquire an option on the 98-acre Stollings tract in Orange County on the Eno River in the Neuse River Basin. CWMTF staff has reviewed the request, believes that it complies with the Board's mini-grant policy, and recommends that the Board approve the request.

If the Board approves ERA's request, $119,300 will remain available for mini-grants in fiscal year 2006-2007.

The Land Trust for Little Tennessee (LTLT) wrote CWMTF on October 18, 2006 to request a mini-grant of up to $25,000 for pre-acquisition costs associated with the future acquisition of a conservation easement on the 700-acre Fain Mountain tract in Cherokee County in the Hiwassee River Basin. The City of Murphy acquired the property for drinking water supply but no longer uses the property for water supply.   CWMTF staff has reviewed the request, believes it complies with the Board's mini-grant policy, and recommends that the Board approve the request.

If the Board approves LTLT's request, $94,300 will remain available for mini-grants in fiscal year 2006-2007.

3:00 pm K-G. Expand Purpose and Increase Funds for Mini-Grants - Bill Holman (Potential Action Item)

At its September 2006 meeting in Mt. Airy the Board allocated up to $200,000 for mini-grants to pay for pre-acquisition costs associated with the purchase of conservation easements or land in fiscal year 2006-2007.

Projects that help protect high quality waters and that help restore impaired waters are eligible for mini-grants.

CWMTF staff recommends that the Board: 1) increase its allocation for mini-grants by $200,000 for a total of $400,000 in fiscal year 2006-2007 and 2) expand coverage of mini-grants to include all waters. High quality waters, impaired waters, and properties identified in riparian corridor conservation plans would have priority over other projects.

CWMTF staff has encouraged land trusts, local governments, and state agencies to make land acquisition projects more ready to go. Mini-grants can assist these agencies in negotiating contracts and options with landowners.

3:10 pm K-H. 2005B-042 - Sandhills Area Land Trust (SALT)'s Kinlaw Tract Change in Match - Bill Holman (Potential Action Item)  

At its August 2005 meeting the Board approved a grant of up to $539,000 to SALT to acquire the 42-acre Kinlaw tract on the Cape Fear River in Cumberland County. SALT estimated the value of the property to be $1,000,000; the landowner would donate half the value.

After reviewing appraisals the State Property Office (SPO) estimates that the fair market value of the property is $634,000. The landowner expects $500,500 in cash and will donate $134,000 in value instead of $500,000.  

3:15 pm K-I. 2005B-042 - Sandhills Area Land Trust (SALT)'s Snipes-Turner Tract Request for Additional Funds - Nancy Guthrie (Action Item)

At its August 2005 meeting the Board approved a grant of up to $444,000 to SALT to acquire the 100-acre Snipes-Turner tract on the Cape Fear River in Cumberland County. On October 27, 2006 SALT wrote CWMTF to request an additional $174,000 to acquire the property because of an increase in the appraised value of the land. CWMTF staff recommends that the Board approve SALT's request.

CWMTF staff encourages land trusts and other agencies to obtain options on properties before CWMTF funds them to prevent cost overruns.  

3:25 pm K-J. 2005A-012 - NC Coastal Land Trust's Cherry Point Protection Project Add Mariners Bay - Damon Tatem (Action Item)

The Board approved a grant of up to $3,000,000 to the NC Coastal Land Trust (NCCLT) to help protect clean water and Marine Corps Air Station Cherry Point from encroachment by incompatible development in August 2005.   NCCLT identified eleven tracts that needed protection.

On October 27, 2006 NCCLT wrote CWMTF to request that Mariners Bay in the accident potential zone of Bogue Field in Carteret County be added to the list of tracts that need protection. NCCLT has also requested $85,000 from DENR's military protection fund for this project. $1,100,000 remains in CWMTF's grant with NCCLT. NCCLT will probably seek additional funds for this project from CWMTF and other sources in 2007.  

CWMTF staff has visited the site and recommends that the Board approve NCCLT's request.
