In 1999 the Board approved a grant of up to $4,073,000 to the City of Washington to remove stormwater discharges into the Pamlico River and to collect and treat stormwater from downtown Washington with constructed wetlands. The City made other improvements to its waterfront with its own funds during construction of the stormwater project.

The Committee met at the September Board meeting to provide an opportunity for Trustees to comment on a draft plan to receive and approve applications for grants once per year and a plan to transition from two cycles per year to one cycle per year. Adam Waters, City of Washington Water Resources Superintendent, will be available to provide a guided tour of the stormwater wetlands project following the conclusion of the Board meeting on Monday, October 9.

The Restoration/Stormwater Committee will meet at 10:30 am on Sunday, October 8 at the NC Estuarium.

The Acquisition Committee will meet at 2:10 pm on Sunday, October 8 at the NC Estuarium.

The Infrastructure/Wastewater Committee will meet at 5:15 pm on Sunday, October 8 at the NC Estuarium.

The Personnel Committee will meet at 7:30 am on Monday, October 9 at the NC Estuarium.

CWMTF Committee meetings will begin upon conclusion of the previous Committee meeting and may start before or after the time shown on the Agenda. All CWMTF Committee meetings are open to the public; all Trustees are invited.

CWMTF Trustees, guests and staff will dine at 6:30 pm on Sunday, October 8 at a place to be determined in Washington. CWMTF Trustees and staff are staying at the Hampton Inn in Washington at 252-940-4556.

CWMTF staff will meet immediately after the Board meeting at the NC Estuarium on Monday, October 9. Staff will not meet on October 10.

CWMTF, The Nature Conservancy, and Grandfather Mountain, Inc. will celebrate conservation of the Profile Trail (CWMTF #2004B-025) on Grandfather Mountain in Avery County at 11:30 am on October 12.

CWMTF, Carolina Mountain Lands Conservancy, and NC Division of Forest Resources will celebrate the addition of the Buckner tract (CWMTF #2004B-005) to DuPont State Forest in Henderson County at 10:00 am on October 24.  

The NC Coastal Federation and the National Oceanic & Atmospheric Administration (NOAA) will celebrate NOAA's 500 th Restoration Celebration at North River Farms in Carteret County (CWMTF #2001B-024) at 11:00 am on October 18, 2006. The Town of Troy will dedicate their new 100-acre nature preserve and 4-mile nature trail system along Densons Creek on November 14 at 12:00 pm. CWMTF has assisted Troy with a number of grants including CWMTF #2003A-041 to help protect Densons Creek.

The Board of Trustees of CWMTF will meet November 12-13 in Raleigh. The Infrastructure/Wastewater, Acquisition, and Restoration/Stormwater Committees will all meet in November.

The next deadline for applications for grants from CWMTF is December 1, 2006 (2007A Spring Cycle).

State Parks celebrates its 90 th anniversary in 2006.

The Department of Environment & Natural Resources has announced its Military Support Act Program, being administered through the Conservation Grant Fund, that will pay transaction costs associated with acquisition of conservation easements and land in fee simple to protect military bases from encroachment by incompatible development. DENR Secretary Bill Ross has named Richard Rogers as Assistant Secretary for Natural Resources, Robin Smith as Assistant Secretary for Environmental Protection, and Jimmy Carter as Assistant Secretary for Information Systems and Chief Information Officer. Secretary Ross has hired Elizabeth Self to be DENR's legislative liaison.

RiverLink has named Hartwell Carson as French Broad RiverKeeper.

The NC Rural Economic Development Center has hired Patrick Woody of Sparta as Vice President for Business and Natural Resources. Woody was executive director of New River Community Partners.

New River Community Partners has hired Ken McFadyen as its Executive Director. McFadyen was manager of the Town of West Jefferson.

Preston Pate, Director of the NC Division of Marine Fisheries, will retire on February 1, 2007.

The City of Washington is in the process of conducting 5-years of stormwater quality monitoring on the completed wetlands project under the CWMTF grant in an amount of $35,000.   In July, the City wrote CWMTF requesting that approximately $3,250 of that amount be used for the control of cattails, water meal and mosquito fern growing in the wetlands.   Control of plant growth is a management issue.   CWMTF staff seeks guidance from the Board on whether this is an appropriate use of CWMTF funds.

In August, the Board did not approve a request by the NC Coastal Land Trust to spend $4,700 of a grant to treat non-native vegetation with herbicide.

On September 18, 2006 the Tar River Land Conservancy (TRLC) requested up to $25,000 to cover transaction and stewardship costs associated with the donation of a conservation easement on approximately 67 acres on the Tar River in Granville County.   TRLC would hold the easement and estimates the value of the conservation easement to be $250,000.   TRLC states in the request letter that the donation will occur this tax year. CWMTF staff   recommends that the Board approve TRLC's request but notes that staff has informed TRLC that it is unlikely that CWMTF will be able to meet their timeframe to disburse funds for the project this calendar year; this is due to the large number of projects that are under contract with CWMTF and with whom CWMTF is already committed to work to close on properties this calendar year, and due to the large number of new acquisition contracts that were approved by the Board in August and on which CWMTF staff is working to prepare draft contracts.  

If the Board approves TRLC's request, $305,450 will remain available for donated easement grants in fiscal year 2006-2007.

•  2006M-004 - Tar River Land Conservancy's Martin Foster Tract on Sandy Creek - Nancy Guthrie (Action Item)

On September 18, 2006 the Tar River Land Conservancy (TRLC) requested up to $3,100 to cover appraisal costs associated with the future purchase of an approximately 20 acre conservation easement on the Martin Foster tract on Sandy Creek in Vance County in the Tar-Pamlico River Basin.   TRLC wishes to complete the appraisal because they want to make sure they have a price that the owner will be satisfied with before proceeding with other pre-acquisition costs.  

CWMTF staff recommends that the Board approve TRLC's request. However, staff notes that processing a request for funds for an appraisal requires the same amount of effort as process a request for a full mini- grant.

If the Board approves TRLC's request, $144,300 will remain available for mini-grants grants in fiscal year 2006-2007.

2:30 pm             L-D.   1999A-001 - Catawba Lands Conservancy's Ramah Creek Project; Possible Roadway Planned Through Conservation Easement - Robin Hammond (Information Item)

On Sept. 20, 2006, the Executive Director of the Catawba Lands Conservancy, Dave Cable, called CWMTF to advise of a new road corridor being planned in the area of Huntersville in Mecklenburg County which could partition a riparian conservation easement funded by CMWTF and held by the State and an adjacent upland conservation easement held by the Catawba Lands Conservancy (CLC).   On September 27, a brief conference call was held with CLC and the Town of Huntersville to gather more information.

•  2006B-016 - NC Coastal Land Trust's South Topsail Beach, Topsail Sound - Damon Tatem

In August 2006, the Board voted to defer this project for more information; the amount deferred is $4,681,000.   The NC Coastal Land Trust (NCCLT) wrote CWMTF on September 19, 2006 to respond to questions raised by the Board and to provide additional information about this project.  

The State Property Office has reviewed two appraisals provided by NCCLT and advises that an independent review appraisal should be conducted, authorized and contracted by the State Property Office.   The cost of an independent review appraisal could be up to $5,000.   If the Committee and Board approve the expenditure of up to that amount from CWMTF funds, the SPO could proceed to have the independent review appraisal completed.

5:20 pm             M-B.   2006A-512 - Reconsideration of Harnett County's South Central Regional Wastewater Treatment Facility on the Little River - Chairman Mosley (Action Item)

Harnett County requested $3,000,000 from CWMTF for its south central regional wastewater treatment facility in December 2005.

At its August 13-14 meeting in Wallace the Board funded many wastewater projects and deferred many, including 2006A-512 - Harnett County's South Central Regional Wastewater Facility on the Little River in the Cape Fear River Basin. At its September 10-11 meeting in Mt. Airy the Board voted to keep six deferred wastewater projects eligible for further review later this year, and voted to not fund other deferred wastewater projects, including 2006A-512.

Harnett County advised CWMTF that it signed a sole-source privatization contract with US Army on September 20, 2006 to treat wastewater from Ft. Bragg and to eliminate Ft. Bragg's wastewater discharge into the Little River. Harnett County wrote CWMTF on September 20 and asked the Board to reconsider its decision to not fund its regional wastewater project.

5:35 pm             M-C.   Jones County Improvement Association Letter Regarding 2004A-511 -Town of Trenton - Bill Holman & Frank Crawley (Information Item)

In July 2004, the Board of Trustees approved a grant of up to $1,369,000 to the Town of Trenton to help eliminate the Town's wastewater discharge into the Trent River in Jones

County in the Neuse River Basin and to land apply the treated effluent instead.   To date, no CWMTF funds have been disbursed to the Town.

On September 23, 2006, the Jones County Improvement Association wrote CWMTF and on September 24, 2006, wrote the US Department of Justice alleging discrimination by the Town of Trenton.

At its August 14, 2006 meeting in Wallace the Board amended CWMTF's Personnel Policy so that the Board in consultation with the executive director would hire deputy directors.

The deputy directors will continue to report directly to the executive director.  

Committee Chairman Wright, Bill Holman, and Francine Durso interviewed three highly qualified candidates for deputy director for project evaluation and assessment on September 21, 2006.
