10:10 am J. North Carolina Wildlife Resources Commission’s Gamelands Program – David Cobb, Chief, Division of Wildlife Management, Wildlife Resources Commission

Since 1997 CWMTF has provided $63 million to assist the Wildlife Resources Commission with the acquisition of over 92,000 acres of Gamelands – more than any other state agency. WRC and its partners have matched CWMTF’s contributions with over $77 million. Many of CWMTF’s most significant land and water conservation projects have involved the WRC, including: 17,829-acre Rollins tract in the South Mountains, 9470-acre Suggs Mill Pond in Cumberland County, 4374-acre Lake Logan in Haywood County, 2500-acre Beck tract in Onslow County, 4468-acre Needmore tract on the Little Tennesee River, and the 5621-acre Mingo/Buffalo Cove tract in Caldwell County.

11:10 am L. Endorsement of Ducks Unlimited’s Sound CARE Initiative (Action Item)

The goal of Ducks Unlimited’s Sound CARE Initiative is to protect, restore, and enhance 22,000 acres of wetlands in North Carolina and additional wetlands in the breeding grounds over the next five years with public and private funds. The NC Wildlife Resources Commission formally endorsed Ducks Unlimited’s Sound CARE Initiative at its July 14, 2004 meeting. CWMTF staff recommends that the Board join the Wildlife Resources Commission in formally endorsing Sound CARE. An endorsement will help Ducks Unlimited raise other public and private funds. It will not obligate CWMTF to fund any projects requested by Ducks Unlimited.

CWMTF Announcements

The City of Kinston has invited CWMTF Trustees, guests, and staff to tour the Global Transpark and the City’s many projects to protect and restore water quality. Please meet at the Hampton Inn at 1382 US Highway 258 South at 3:30 pm on Saturday, September 11. CWMTF Trustees, guests, and staff are invited to dinner at the Kinstonian Buffet after the tours.

The CWMTF Long Range Planning Committee (Trustees Cragnolin, Chair; Baddour, Brooks, Hollan, Markey & Vaughan) will meet at 10:00 am on Sunday, September 12 at the Neuseway Nature Center at 401 West Caswell Street in Kinston.

In October 2003, the Board approved funding for a customer survey to be developed by Dr. Toddi Steelman with NC State University, with oversight by the Long Range Planning Committee, and reaffirmed this decision at the August 2004 meeting. CWMTF is working to execute a contract with Dr. Steelman. CWMTF staff recommend that Dr. Steelman present and review a draft of the survey with Trustees at the Committee’s October 10, 2004 meeting prior to sending out the survey.

10:10 am C-C. Review of Doc Klein’s Recommendations Based on Interviews of Board and Staff –Committee Chair Karen Cragnolin and Doc Klein (Action Item)

Doc Klein presented 11 recommendations to the Board at its July 12, 2004 meeting based on his interviews of Board and staff. CWMTF staff recommends that the Committee review the recommendations and select 2 to 3 to set as priorities to begin working on. The next step will be a work session or "mini-retreat" with the full Board at a future meeting (perhaps November 2004) to start work on the first priority as recommended by the Committee.

On August 24, 2004, the NC Coastal Federation (NCCF) requested $14,000 for transactional costs associated with the pre-acquisition costs including timber surveys for the Quaternary tract (2004A-011) which was acted upon by the Board to remain eligible for further review later this year, on August 9, 2004. NCCF’s goal is to have this information completed prior to the November Board meeting, at which time the Board may consider final action on the 2004A-011 application. CWMTF has reviewed the request, believes it is consistent with the Board’s policy, and recommends that the Board approve up to $25,000 for the pre-acquisition transactional costs.

At its July 12, 2004 meeting in Raleigh the Board provided $200,000 to pay for transaction costs associated with the donations of conservation easements in fiscal year 2004-2005. At its July and August meetings the Board approved 8 requests for $175,050, leaving $24,950 remaining in the fiscal year 2004-2005 budget for donated easement grants. CWMTF has received 8 more requests totaling $167,402.

CWMTF staff recommends that the Board approve an additional $200,000 to pay for transaction costs associated with the donations of conservation easements in fiscal year 2004-2005.

12:40 pm M-H. 2004D-006 – Blue Ridge Rural Land Trust’s Dishman Tract on the Watauga River – Tom Massie (Action Item)

On July 8, 2004 the BRRLT requested up to $25,000 for transaction costs associated with the donation of a conservation easement on the 50-acre Dishman property along the Watauga River in Watauga County. BRRLT will hold the easement. Forest management may continue under appropriate best management practices. At staff’s request the Board delayed review of this project at its August 9, 2004 meeting. CWMTF staff has now reviewed the request, visited the site, believes it qualifies, and recommends funding up to $25,000.

12:45 pm M-I. 2004D-010 – Piedmont Land Conservancy’s Coward Family Farm Tract on Polecat Creek– Nancy Guthrie (Action Item)

On July 23, 2004 the Piedmont Land Conservancy (PLC) requested up to $25,000 for transaction costs associated with the donation of a conservation easement on the 113-acre Coward Family Farm on an unnamed tributary to Polecat Creek in Randolph County in the Cape Fear River Basin. PLC will hold the conservation easement on the entire 113-acres. The estimated value of the donation is $191,652. Outside of a 100-foot wide no-touch riparian buffer (approximately 3,780 linear feet), agriculture may continue under appropriate best management practices. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $25,000.

12:50 pm M-J. 2004D-011 – Tar River Land Conservancy’s Taylor Tract on the Tar River – Leland Heath (Action Item)

On July 27, 2004 the Tar River Land Conservancy (TRLC) requested up to $19,675 for transaction costs associated with the donation of a conservation easement on the 140-acre Taylor tract on the Tar River in Franklin County in the Tar River Basin. TRLC will hold the conservation easement on the entire 140-acres. The estimated value of the donation is $840,000. Outside of a 150-foot wide riparian buffer (approximately 1,100 linear feet), agriculture may continue under appropriate best management practices. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $19,675.

On July 27, 2004 the Tar River Land Conservancy (TRLC) requested up to $20,750 for transaction costs associated with the donation of a conservation easement on the 85-acre Charles Vaughan tract on Bear Swamp in Halifax County in the Tar River Basin. TRLC will hold the conservation easement on the entire 85-acres. The estimated value of the donation is $201,025. Outside of a 300-foot wide riparian buffer (approximately 3,550 linear feet), agriculture and forest management may continue under appropriate best management practices. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $20,750.

On July 20, 2004 the High Country Conservancy (HCC) requested up to $24,052 for transaction costs associated with the donation of a conservation easement on the 222-acre Horseshoe Farm on Big Horse Creek in Ashe County in the New River Basin. HCC will hold the conservation easement. The estimated value of the donation is $337,500. The riparian buffer will range from 75 to 300-feet wide. Agriculture may continue outside of the buffer under appropriate best management practices, and the owner will retain four building envelopes outside of the buffer. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $24,052.

1:00 pm M-M. 2004D-014 – High Country Conservancy’s Cooper Tract on the Watauga River – Tom Massie (Action Item)

On July 20, 2004 the High Country Conservancy (HCC) requested up to $12,925 for transaction costs associated with the donation of a conservation easement on the 22-acre Cooper tract on the Watauga River in Watauga County in the Watauga River Basin. HCC will hold the conservation easement. The estimated value of the donation is $396,000. The riparian buffer will range from 100 feet wide along the Watauga River to 50 feet wide along both sides of Dutch Creek, which runs through the property. Agriculture may continue outside of the buffer under appropriate best management practices, and the owner will retain a building envelope outside of the buffer. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $12,925.

1:05 pm M-N. 2004D-015 – Foothills Conservancy’s Stensland-Alline Tract on the Broad River – Tom Massie (Action Item)

On July 30, 2004 the Foothills Conservancy of North Carolina (FCNC) requested up to $25,000 for transaction costs associated with the donation of a conservation easement on the 95-acre Stensland-Alline tract on the Broad River in Rutherford County in the Broad River Basin. FCNC will hold the conservation easement. The estimated value of the donation is $120,000. The riparian buffer will be at least 150-feet wide. The owner will retain two building envelopes outside of the buffer. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $25,000.

1:10 pm M-O. 2004D-016 – Blue Ridge Rural Land Trust’s Great Meadows Tract on the Toe River – Tom Massie (Action Item)

On August 12, 2004 the BRRLT requested up to $15,000 for transaction costs associated with the donation of a conservation easement on the 170-acre Great Meadows property at the confluence of the North Toe and South Toe Rivers in Yancey County in the French Broad River Basin. BRRLT will hold the easement. The estimated value of the donation is $425,000. Forest management practices may continue under appropriate best management practices. CWMTF staff has reviewed the request, believes it qualifies, and recommends funding up to $15,000.

The Board has approved two grants totaling almost $10.1 million to the Division of Soil & Water Conservation to implement the Conservation Reserve Enhancement Program (CREP). CWMTF staff will update the Committee on the Division’s progress in implementing the CREP program, including changes that the Board approved at its November 2003 meeting. CWMTF staff welcome comments and concerns from Trustees. CWMTF staff will make a recommendation to the Committee at its October 10, 2004 meeting in Greensboro.

At its August 8, 2004 meeting in Morganton the Committee discussed “Acquisition Committee Proposed Applicant Review Process” proposed by Trustee Garrett. CWMTF staff has identified the information that CWMTF already asks the applicant to provide and the information that CWMTF does not currently ask for. CWTMF staff would like to meet with Trustee Garrett before making a recommendation to the Board on increasing the number of questions in the application.

At its January 12, 2004 meeting the Board approved in-range salary adjustments for CWMTF Field Representatives, the Senior Water Quality Advisor, and Administrative Officer to address equity and to remain competitive with similar state programs and the marketplace.
After reviewing performance, equity, and competition, the Executive Director recommends that the Board approve in-range salary adjustments for the Deputy Director, Water Quality Advisor, Public Information Officer, and Executive Assistant effective October 1, 2004.
