11:00 am Clean Up of Ore Knob (CWMTF Project #1998B-406): A Federal-State Partnership - John Preston, Ecologist, US Army Corps of Engineers, Huntington, West Virginia (Information Item).

11:45 am CWMTF Project # 2001A-003 --Water & Sewer Authority of Cabarrus County (Lake Don Howell) - Francine Durso (Action Item)

CWMTF provided a grant of up to $361,000 to the Water & Sewer Authority of Cabarrus County (WSACC) to enhance protection of Lake Don Howell, a regional drinking water supply, in November 2001. The Board placed a number of conditions on the grant. In a letter of August 13, 2002 to CWMTF WSACC proposed measures to meet the Board's conditions. In addition WSACC has adopted a buffer policy for the lake. CWMTF staff recommends that the Board accept WSACC's proposal.

1:15 pm CWMTF Project #1998A-999 - DENR/Division of Soil & Water Conservation's Conservation Reserve & Enhancement Program (CREP) - Beth McGee (Action Item)

On August 30, 2002 DENR/Division of Soil & Water Conservation requested a one-time reallocation of $449,994 of CWMTF funds for CREP to pay the State's portion of cost share for the establishment of agricultural best management practices (BMPs) in the first year of the program. The Soil & Water Conservation Commission now allocates a portion of the State's cost share funds to pay the State's portion to establish BMPs. CWMTF staff recommends that the Board approve DENR/Division of Soil & Water Conservation's request.

1:25 pm CWMTF Project #2001A-408 - Pilot View RC&D's Upper Linville River Project - Tom Massie (Action Item).

On August 30, 2002 Pilot View RC&D requested the transfer of $465,000 from the Sloop Dam Removal project to fund cold-water releases and stream restoration on the Linville River. CWMTF staff believes that the increasing cold-water releases will improve water quality and fishing in the Linville River but recommends that the Board not approve Pilot View's request. CWMTF staff further recommends that the Board encourage Pilot View to develop a ready-to-go project and reapply in December 2002 or a later time.

1:30 pm CWMTF Project #2001B-305 - Upper Cullasaja Watershed Association - Tom Massie (Action Item).

On August 26, 2002 the Upper Cullasaja Watershed Association requested that its application for a grant for $61,100 be withdrawn. UCWA will submit future applications to CWMTF and US EPA's Section 319 Program. CWMTF staff recommends that the Board accept UCWA's request to withdraw its application.

1:35 pm CWMTF Project #2001B-705 - Charlotte-Mecklenburg Stormwater Services's Belmont Branch Stream and Wetland Restoration Project - Tom Massie (Action Item).

On August 15, 2002 Charlotte-Mecklenburg Stormwater Services requested that their application for $1.2 million to restore a portion of Belmont Branch in the Sugar Creek Watershed be withdrawn. Charlotte-Mecklenburg Stormwater Services will submit a new application in December 2002. CWMTF staff recommends that the Board accept CMSS's request.

1:40 pm CWMTF Project #2000B-706 - Pittsboro Design Stormwater Project on Robeson Creek - Francine Durso (Action Item).

On September 4, 2002 the Town of Pittsboro via Hydrostructures, PA requested reallocation of their $80,000 grant to design a stormwater project on Robeson Creek to begin addressing its inflow and infiltration problems in its sewer system. CWMTF staff recommends that the Board not approve the reallocation, encourage the Town to apply for a wastewater grant in December 2002, and ask the Town if it intends to implement the proposed stormwater project.

Please note that the Board of Trustees will make tentative decisions to fund and to not fund deferred 2000B, 2001A, 2001B, and some 2002A projects at its September and October 2002 meetings. The Board plans to make final decisions on 2000B, 2001A, and 2001B projects at its November 13, 2002 meeting in Raleigh and on some 2002A projects at a meeting on December 10, 2002 in Raleigh. Tentative decisions on conditions and funding levels made in September and October may be modified in November.

Jefferson Landing on the New River is west of the New River and east of Jefferson on NC Highway 16.

The Piedmont Land Conservancy will celebrate conservation of the Moretz tract on the Dan River (CWMTF Projects #2000M-002 & 2000B-016) and its 12th Anniversary at 10:00 am on Saturday, September 14, 2002. The Blue Ridge Rural Land Trust's 1145-acre conservation easement on the Jenkin's tract (CWMTF Project #2001A-002) is visible from the Sheets Gap Overlook on the Blue Ridge Parkway at Milepost 265 south of NC 16.

On Saturday, September 14 Blue Ridge Rural Land Trust Executive Director James Coman will lead a field trip of land & water conservation sites in Alleghany County, including Bullhead Mountain State Natural Area. Bullhead Mountain is a great place to view the annual migration of hawks. Interested parties should meet at Blue Ridge Parkway Milepost 232 where Polo Road crosses the Parkway (near Buffalo Bob's) at 2:30 pm. Milepost 232 is south of US 21 and north of NC 18.

The Restoration/Stormwater/Planning Committee (Trustees Weston, Chairman; Brooks, Gwyn, McMillan, McPhatter & Wakild) will meet from 12:00 - 4:00 pm on Sunday, September 15, 2002 in the Mt. Jefferson Room in the Clubhouse at Jefferson Landing. Click here for full agenda.

The Long Range Planning Committee (Trustees Cragnolin, Chair; Ansbacher, Gwyn, Hollan, Howard, Markey, & Wilson) will meet from 4:30 - 6:30 pm on Sunday, September 15, 2002 in the Mt. Jefferson Room in the Clubhouse at Jefferson Landing.

The Personnel Committee (Trustees Hardison, Chairman; Cragnolin, Howard, McLean, & Smith) may meet for breakfast on Monday, September 16, 2002 or at the call of the Chairman.

CWMTF staff will meet from 9:00 - 11:30 am on Sunday, September 15, 2002 at Jefferson Landing.

CWMTF Trustees and guests who are not members of the Restoration/Stormwater/Planning Committee are invited to tour New River State Park with Superintendent Jonathan Wild. Please meet at 1:00 pm at the Clubhouse at Jefferson Landing. The tour will return in time for the Long Range Planning Committee meeting at 4:30 pm.

Dinner for CWMTF Trustees, spouses, guests and staff will be at 7:30 pm on Sunday, September 15, 2002 at the Clubhouse at Jefferson Landing on the New River.

The Board of Trustees of the Clean Water Management Trust Fund will meet on October 27-28, 2002 at the Montgomery Community College in Troy; November 12-13, 2002 in Raleigh; and December 10, 2002 in Raleigh.

The next deadline for applications for grants from the Clean Water Management Trust Fund is December 2, 2002.

Thanks to the General Assembly the Clean Water Management Trust Fund has invested over $3.8 million in projects to protect and restore water quality in the New River Basin.

The Board of Trustees of the Natural Heritage Trust Fund will meet on September 26, 2002 at the NC Museum of Natural Sciences in Raleigh. The next deadline for applications for the Natural Heritage Trust is February 10, 2003 and the next Board meeting is April 10, 2003.
