| Clean Water Management Trust Fund Wastewater Application Page . Eligible Applicants A state agency, a local government, or a nonprofit corporation whose primary purpose is the conservation, preservation, and restoration of North Carolina's environmental and natural resources is eligible to apply for a grant for the purpose of protecting or enhancing water quality. Submittal Process Complete Application Packages must be received by CWMTF by close of business February 2. If the deadline falls on a weekend, applications are due the following Monday. Mail or deliver three UNBOUND (no staples, binders, notebooks, etc.) application packages to: Clean Water Management Trust Fund Application Review Process Applications are reviewed by CWMTF staff for completeness and evaluated with criteria established by the Board of Trustees to produce a proposal score. CWMTF Board of Trustees reviews the applications, additional information they may request, and the proposal score to make funding decisions.
